Gov. Rell declares state of emergency as storm cleanup continues

HARTFORD, Conn. (AP) -- Gov. M. Jodi Rell has declared a state of emergency after touring southwestern Connecticut and witnessing the damage caused by a strong rain and wind storm that hit over the weekend. Rell met with leaders of Greenwich and Stamford on Monday. State officials are working with communities to tally the damage and determine whether Connecticut qualifies for federal assistance. Declaring a state of emergency is necessary to seek the federal help. It also allows Rell to take a range of actions to safeguard health and safety, if necessary, and activate mutual assistance agreements with other states. Connecticut Light & Power and United Illuminating say nearly 54,000 of their customers remain without power, down from a high of more than 85,000. At least three deaths in Connecticut have been associated with the storm.
