Police: Be on the lookout for chimney-cleaning scam

WILTON -- Wilton Police are warning town residents that another chimney-cleaning scam could be in the area.

On Sunday, Aug. 22, a 29-year-old employee of a chimney-repair company in Connecticut was arrested by the Stratford Police Department. Justin Healy, employee of Top Sweep Inc., was arrested for violation of home improvement laws and larceny in the second degree by way of exploitation of the elderly.

According to Lt. Don Wakeman, of the Wilton Police Department, a list of towns were found in Healy's car after he was arrested and Wilton was on the list. Wakeman said police aren't sure if the towns on the list were already visited or not, but he hasn't heard any complaints yet.

"We have received some complaints in the past of chimney repair companies coming to a house and offering to do a cleaning or inspection," said Wakeman. "Then the company finds some sort of problem that may cause a health risk, so they have to clean the chimney. But we haven't heard of any complaints like this recently."

Wakeman said Stratford's building inspectors reviewed the work that Top Sweep Inc. had done on some chimney's in Stratford and found that the work was substandard and unnecessary. According to Wakeman, the Stratford Police Department explained that Top Sweep Inc. had also been targeting Wilton.

"So far no one has come to us," said Wakeman. "But that is why we put out this bulletin, so people are aware of what happened -- and if they had come in contact with this company, to immediately call us."

Any Wilton residents that have come in contact with Top Sweep Inc. are asked to contact the Wilton Police Department.

Thank you so much for posting this information. My mother and neighbor were also just robbed by Top Sweep, inc. on 12/15/10, staten island, ny, $1,800.00 each.
I (the daughter) could not find any info on this company, as the receipt only had a phone #, that only rings...thanks to your posting, I have more info to take them to court and hopefully put them all in jail, where they belong!
The gentleman from Top Sweep, even helped to forge my Mom''s signiture on the check and even got cash on the side...The chimney caps have all fallen off
and lord knows what was done with the linner inside they installed...Yes, this is very bad and very wrong!!

Ms.Bottone forgot to mention that it was the Christmas holiday weekend in the middle of SNOW STORM when she called to make her unmerited complaint. Unfortunately trees can fall in high wind storms; so can chimney caps. Her caps were replaced as soon as the men returned from their holiday weekend. She has since apologized for writing that her mother and neighbors were taken advantage of. Alot of us expect things to happen at the snap of a finger. Unfortunately...

After your company did a cold call sale with a family member of mine, went to the house and claimed there was a leak, I found this to be fraudulent. It appears that the claim that your company takes advantage of the elderly appears to be true. Another family member went to the house and looked around. The ceiling was DRY, no water spots on the floor. So where was the "leak"? Hmmmm like the message I left yesterday which still hasn''t been responded to, you messed with the wrong person this time!

those detectives are real thirsty and do not like new yorkers . there not doing there job going after real crooks . n as far as this 29 yr old man , he has no history of scams. n the better busines beruau passed the rebuild that was built, on a sunday no less, and in no way was there any uneceessesary work being pushed towrds the homeowner. as well as no new problems have arised so detective W. take yur business elsewhere

understand that a detective or oficer must look out for thier residents. there is a photo of this ladys chimney being built n ordering a cutom cap. Her husband was present at the time n she was in fafct handed a reset and a quote. alot of this story is candy coated by the detective and down the line ive found more lies this detective has told this homeowner to say. the mason did infact take down pails and pails of debris and loose brick setup three ladders and then began building. the price was 1200.00 total and .. no one mentioned nothing of a "chimney liner" or unessecary work!!!!

annon... after all said and done.The detective at wilton police department wasted his time.Justin healey was aquitted of all charges and the rebuild bricklaying was in fact done. alot of work was done. the lady was restituted anyhow and Mr. healey now ofers his expertise in boston and tri state area
